Paypal 申訴成功,但是.......

我之前跟Paypal提出了申訴(Claim),結果我今天知道我贏了,但是賣家的戶口只有USD$15
請問一下:
(1)我該向信用卡公司提出Chargeback的要求嗎?
(2)大概要多久
(3)Paypal會賠償/refund 給我嗎?
